Fernando Velázquez holds a Master's degree in Fashion, Art, and Culture from Senac-SP and a specialization in "Video and On/Offline Technologies" from Mecad in Barcelona. His extensive work has been recognized with several awards, including the Funarte Visual Arts Creation Incentive Grant (São Paulo, 2010), the 8th Sérgio Motta Art and Technology Award (São Paulo, 2009), the “Vida Artificial 11.0” Award (Madrid, 2008), and the Locative Media Art.mov Award from the International Festival of Mobile Media (Belo Horizonte, 2008).

Velázquez has participated in various group exhibitions, such as "The Matter of Photography in the Americas" at the Cantor Arts Center, Stanford University, USA (2018), the "Emoção Art.ficial" Art and Technology Biennial at Itaú Cultural Institute (2012), the WRO Art and Technology Biennale (Wroclaw, Poland, 2011), the Mapping Festival (Geneva, Switzerland, 2011), the 7th Mercosul Biennial (Porto Alegre, 2009), and the FILE – Electronic Language International Festival (São Paulo, 2005, 2006, 2008, 2009, and 2010). His solo exhibitions include "Pattern Recognition" at the MAC - Museum of Contemporary Art of Goiás (Goiânia, 2014), "Mindscapes" at EAC – Contemporary Art Space (Montevideo, Uruguay, 2011), “Video Works” at Parque das Ruínas (Rio de Janeiro, 2010), and the exhibition at the Centro Cultural São Paulo (2008).

Velázquez has also been a guest lecturer at PUC-SP, FAAP-SP, and Senac-SP, and has given lectures and workshops at institutions such as Stony Brook University (New York), Cyberfest (Saint Petersburg, Russia), Naustruch (Sabadell, Spain), and Visiones Sonoras (Morelia, Mexico). In 2014, he co-founded MOLA, a study group on art, science, and technology, alongside Lucas Bambozzi. This project is conducted in collaboration with Escola Entrópica at the Instituto Tomie Ohtake in São Paulo.
